About The Project

What is behind it?

ViolenceOFF is an abbreviation of the research project "Improvement of perpetrators treatment and victims support in cases of domestic and gender-based violence in the Czech Republic". The project is implemented by the Institute of Criminology and Social Prevention and is financed under the financial mechanism of the Norwegian Funds 2014 – 2021 as PDP7 with the implementation period 2020-2023.

The project focuses on the systemic response of the state to perpetrators of domestic and gender-based violence. For the purposes of the project, domestic and gender-based violence means domestic violence as gender-based violence, i.e. violence in intimate relationships. The aim of the project is to map the current situation in the field of treatment of offenders in the Czech Republic and to identify and analyse the needs of the current system of work with these persons at the same time. One of the main tools of knowledge within project activities will be cooperation with experts. Based on the acquired knowledge, recommendations will be proposed to create an effective system of treatment of offenders, which will also lead to an improvement in the situation of victims.

The results of the project are primarily intended for relevant institutions responsible for policy-making and effective strategies in the field of violence minimization.

About The Project

WHY VIOLENCEOFF?

ViolenceOFF – to turn off / to stop violence through the treatment and work with – OFFender. Our aim is to help systemic work with perpetrators of violence, which consists not only in punishment and conviction, but also includes help and motivation to minimize the risk of recurrence and escalation of violence.

We believe that we need to prevent violence not only for a limited time and space, but to stop the violence once and for all, which is not entirely realistic without the effective elimination of its causes through work with those who act violently – the perpetrators.

OUR GOALS

Monitoring of current situation

We map the current state of treatment programs or interventions focused specifically on violent offenders and the related system of victim support at home and abroad. For this purpose, we will conduct research and analysis of available relevant sources and we will also use the knowledge of experts in the field - representatives of relevant state institutions and non-governmental organizations (panel of experts).

Evaluation of the measures applied

Based on the analysis of the applicable legislation, statistical data and a selected set of criminal files in legally terminated cases, we obtain an overview of the imposition and execution of sanctions and other measures applied against violent offenders.

Identification of deficiencies and good practice

Based on the acquired knowledge, the next step of the project will not only identify the shortcomings of the current system of work with perpetrators of violence, but also describe examples of good practice at home and abroad that can be used to improve the situation.

Identification of needs

Based on the findings of research activities, such as expert investigations and interviews with perpetrators and victims of violence, we will analyze the needs of these relevant stakeholders. For the purposes of the expert investigation, by relevant stakeholders we mean representatives of law enforcement agencies (police, courts, public prosecutor's office), organizations implementing programs for perpetrators, as well as for victims of domestic violence and others who have long dealt with domestic violence in their practice. The activities will take place in cooperation with members of the panel of experts.

Formulation of practice recommendations

Based on all the acquired knowledge, recommendations will be formulated for streamlining of the domestic policy in the area of systematic treatment of offenders and related areas of victim support in order to eliminate systemic deficiencies and strengthen good practice. Recommendations and outputs of the project will also be used in the preparation of the information leaflet and publication outputs.
